Cyprus Problem – Talks Could Resume in Days

According to the Turkish daily Hurriyet Daily News (online, 12.12.13), the joint statement the Greek Cypriot side are demanding as a pre-condition to starting talks is nearing completion. They say there are hopes that the two sides will officially launch the process within days.

“Reunification talks can be launched at any time. There is a minor problem with regard to the joint statement, but we hope it will soon be overcome,” a senior Turkish diplomat said, and this was also confirmed by a Western diplomat, “the drafted statement is a good one. We hope it’s going to create a very good basis for talks.”

Alexander Downer, the United Nations’ special envoy for Cyprus, will launch the beginning of the talks if both parties agree to the joint statement which so far has taken three months to prepare.

Single sovereignty, citizenship and single international representation were the south’s priorities, while the north wanted a timeframe for the talks. The south, however, seem to have no such urgency. Turkish Cypriot plans to complete negotiations in the first quarter of 2014, and to put the peace plan to a referendum in the spring, seem unlikely. Mind you, at the moment, so does the resumption of the talks in my opinion.
