Cyprus Solution Parliamentary Voting SystemsAccording to the North’s Diyalog newspaper (07.10.16) the Two Cyprus Presidents have agreed to the formation of the House of Representatives and the Senate. The House of Representatives will have 36 Greek and 12 Turkish members and the Senate 20 Turkish and 20 Greek members. If laws are put forward by Greek Cypriots then they will need at least five Turkish votes in the Senate and six in the House of Representatives. If laws are put forward by Turkish Cypriots they will need 18 Greek Cypriot votes in the House of Representatives and five in the Senate.

This smacks of the 1960 independence constitution which prevented Greek Cypriots from passing laws and which led to the collapse of the Republic of Cyprus in 1963 when Greek Cypriots decided to ignore a similar voting system. Doesn’t bode well but then there isn’t going to be a settlement so no need to worry.

There is also a rumour that 67% of the civil servants will reportedly be Greek Cypriots and 33% Turkish Cypriots which is better for Turkish Cypriots than in the 1960 agreements. Mind you, there is no mention of which roles these Turkish Cypriots will hold – ‘fetch me another coffee, Mustafa!’

    The system would most likely revert to that in force when I was first there in 1960 – the CGs were the white collar workers, and the TCs were the labourers!
